From what you have told me here, it does not seem like you are at very much risk for HIV. Using condoms correctly for vaginal sex every time is very effective against getting HIV.
1. You asked about using a sheerlon condom. Sheerlon is a type of latex and it does protect against HIV.
2. You asked about the 4 small cuts on your penis, covered by the condom, potentially getting in contact with vaginal fluid. As long as the condom was used from the beginning of intercourse, and did not break, tear, or slip off, it will pevent HIV from getting into the cuts on your penis, and you will not be exposed to HIV.
I do not think you need to worry about getting HIV. If you would like to get tested as a precaution, the best time to test is three months after an incident that concerns you.
I do want to mention other infections, though. Condoms are very effective against HIV, Gonorrhea and Chlamydia, but can not fully protect you against Syphilis, Herpes and HPV. Take a look at “STIs at a glance” to find out the best times to test for these infections. In particular, do you know what caused the 4 small cuts on your penis? Sometimes small cuts or sores can be a symptom of an infection. If you don’t know what these came from, we suggest you get a healthcare provider to examine you and find out what is causing these.
