I can see how this can be frustrating for you as it has been going on for so long.
It is great that you have seen a doctor and that your STI tests came back negative.
When coming up with a medical diagnosis it is important to have the sexual history, past medical history, lab results and physical exam. Given this it is difficult to give any specific advice on your care via the internet.
I would just recommend going back to your doctor and discussing your symptoms with them. In BC Canada it is common that general practice doctors will refer clients to a specialist e.g. urologist if symptoms continue after standard treatment. If this is not possible you could always see another doctor for a second opinion.
It is normal to have bumps around the frenulum. It is possible they could have been there for a long time and you have just noticed them now. I would just show them to the doctor you see.
