There could be a chance of an STI passing if you had some vaginal fluid on your hand and touched the tip of your penis (pee tube/urethra). Chlamydia could possibly pass this way, but it would not be the best way for it to pass to someone, also the person would need to have something like chlamydia for there to be any risk in the first place.
If you are concerned I would recommend going for an STI test. To get the best accuracy it is best to wait at least 2 weeks before doing the urine test, unless someone had symptoms (discharge from penis, hurts when you pee etc…) in which case they should go to the clinic straight away.
