The HPV vaccine is recommended for all women between the ages of 9 to 45.
Publicly funded programs pay for girls between the ages of 9-11 because it is unlikely they have started having sex, so they probably have not been already exposed to HPV. Also they have the strongest vaccine response at that age.
However, there is data that the vaccine is effective in women up to the age or 45.
HPV does not protect against oral or genital herpes (HSV). HSV is a different virus.
