Hi
We cannot say there is zero risk or that you can have ‘total protection’ in your situation. Generally, penile-vaginal intercourse is considered low risk. This is because there is enough evidence that condoms can break or they are not used properly. If they are used properly and they don’t break, the risk is probably negligible. This means that there is a potential for transmission, but the chances of getting HIV is greatly reduced. You might want to check out the Canadian AIDS Society (CATIE) guidelines for assessing risk.
I can’t give you an accurate answer to how fast ARV medication is working for your partner. It is somewhat individual and will depend on how she is responding to medication. This can only be determined by blood tests. I suggest you talk to your partner about this so you can make an informed decision about what kind of sex you are comfortable with.
