Mutual masturbation is considered a no to low HIV risk activity if there is no fluid exchange so no pre ejaculate or semen or vaginal fluid contact with the head of the penis and urethral opening. The chances of getting HIV would be low risk from fluid contact on the cut on your penis. There would be more of a risk if the cut is freshly open and bleeding. Hope this helps
